Whereas the Settler is crucial to the physical expansion of your empire, the Diplomat is crucial to the political and economic development of your nation. The Diplomat can Establish Embassies in foreign cities to expand the diplomatic options available to the player. They can also hold receptions in foreign cities to increase the host nation’s Regard.
In Civ2, you could exchange technologies the moment you met a different civilisation, without needing a Diplomat. In Call to Power, technology trades are only possible with Diplomats, and those are not available with Writing as in Civ2, but only with Bureaucracy, in the late Ancient Age. For this reason, I have introduced the Noble unit, to allow earlier technology trades.
